Have your say on the proposed sites for two new hospitals in our region

University Hospitals of Morecambe Bay NHS Foundation Trust and Lancashire Teaching Hospitals NHS Foundation Trust have secured land to build new hospitals to replace Royal Lancaster Infirmary and Royal Preston Hospital, which will be delivered through the Government's New Hospital Programme.

Now we want to know what local communities think about the proposed locations for these hospitals.

The aim is to ensure that patients, NHS collleagues, local residents, MPs, local authorities, wider partner organisations, and other stakeholders have the opportunity to share their initial views on the proposed sites.

About the proposed sites

  • The proposed site for the replacement Royal Lancaster Infirmary is Bailrigg East, Lancaster. Bailrigg East is land situated north of and in close proximately to Lancaster University.
  • The proposed site for the replacement of Royal Preston Hospital is the land between Stanifield Lane and Wigan Road, south of Stoney Lane, in Farington, near to the end of the M65 West.

The NHS in Lancashire and South Cumbria has secured proposed sites for new hospitals on new sites to replace both Royal Preston Hospital (Lancashire Teaching Hospitals NHS Foundation Trust) and Royal Lancaster Infirmary (University Hospitals of Morecambe Bay NHS Foundation Trust) as part of a rolling programme of national investment in capital infrastructure beyond 2030 through the national New Hospital Programme.

The proposed site for the replacement of Royal Preston Hospital is the land between Stanifield Lane and Wigan Road, south of Stoney Lane, in Farington, near to the end of the M65 West.

The proposed site for the replacement Royal Lancaster Infirmary is Bailrigg East, Lancaster. Bailrigg East is land situated north of and in close proximately to Lancaster University.

University Hospitals of Morecambe Bay NHS Foundation Trust has secured a site in the interim for a replacement Royal Lancaster Infirmary, and Lancashire Teaching Hospitals NHS Foundation Trust has secured a site in the interim for a replacement Royal Preston Hospital. Should an alternative site become the preferred site, the Trust will enact the agreed exit strategy. Although no final decision has or can be taken at this stage, before the Trust can proceed to the consultation stage, a deliverable option is required to enable a full and transparent consultation process to commence.

It is important to state that no final decisions have been made. Although the NHS has secured potential new sites, we are open to other sites being suggested, which would be subject to the same comprehensive review as the proposed sites. We have an exit plan in place should the preferred potential sites not be required for new hospital builds.

Join one of our upcoming NHS events

The NHS is holding a series of public events in towns and cities around the region. These free-to-attend events will provide detailed information about the proposals for new hospitals on new sites, covering topics including travel and transport. It's also your opportunity to ask questions and share feedback. 

Please note: These are not drop-in events. Attendees are required to stay for the full session and should arrive 15 minutes before the advertised start time.

Why we are seeking your feedback

This is your chance to help shape the future of healthcare in Lancashire and South Cumbria. We are eager to hear your thoughts on the proposed sites, how they could affect you, and any concerns or suggestions you may have.

No final decisions have been made. Your feedback is vital as we continue to refine our proposals and ensure we are meeting the needs of our diverse communities. We want to hear from everyone who may be affected – positively or negatively – by the proposed move to a new location.

We have already received feedback on topics including transport and access to the site, and we continue to listen.

Your voice will help shape a hospital that meets the needs of the future population. The input we receive from the public will play a vital role in shaping hospital facilities that are both sustainable and affordable. 

Feedback gathered during this phase will inform the next steps of the two local New Hospital Programme schemes, ahead of later formal public consultation.

The two new hospitals are part of a wider programme of work that is considering how clinical services are configured across all acute hospital sites in Lancashire and South Cumbria to meet the needs of the population in the future in a way that makes the best use of all available resources, with the aim of supporting our communities, bringing jobs, skills and contracts to local businesses and residents.


Partnerships with voluntary, community, faith and social enterprise sector organisations

To ensure we hear from as wide a range of our communities as possible, the NHS has also teamed up with local voluntary, community, faith and social enterprise sector organisations to hold a range of listening events, roadshows and focus groups between February and March 2025.

Healthwatch Together, a partnership which champions the views of people in relation to their local health services, will be delivering some of these events along with Inclusive North, an organisation which aims to address inequalities among minority ethnic groups and other disadvantaged members of society.

How to submit an alternative site for consideration

While the land has been acquired for the two proposed sites, the NHS remains open to alternative suggestions, which will undergo the same comprehensive assessment process.

Market research

In addition, market research will be carried out on behalf of the local NHS to survey local people about their views. This will be conducted by a company called Influential.
